SECO participates in the renovation of the Port of Genoa breakwater

A landmark project is taking shape along the Ligurian coast: the construction of the new breakwater at the Port of Genoa, one of Italy’s most ambitious maritime infrastructure projects, built by the PerGenova Breakwater consortium led by Webuild on behalf of the Western Ligurian Sea Port Authority. Designed to strengthen the port’s position as a major Mediterranean hub, the new structure will allow the safe access and manoeuvring of the world’s largest container ships – up to 400 metres in length – but also protect the inner port areas from wave agitation, reducing downtime and ensuring continuous terminal operations.

A strategic infrastructure for Italy and Europe

The Port of Genoa is Italy’s leading seaport and a vital gateway for European trade. However, its existing breakwater limits access for larger vessels and restricts port operations during adverse weather conditions.

The new breakwater – stretching over 6 kilometres – will replace and strengthen existing structures, providing enhanced protection for the port terminals and ensuring safer, more efficient maritime operations.

SECO’s independent expertise at the service of quality and safety

SECO has been appointed as Independent Technical Controller for the civil engineering works, within the framework of both the Construction All Risk (CAR) and Decennial Insurance policies subscribed by the project consortium.

Our experts are providing independent design review and inspection services on the construction site, evaluating the compliance of the works with the highest quality and safety standards throughout both design and construction phases. Those inspections are carried out on the location of the project, on the prefabrication site, and on-route between them, monitoring the Marine Warranty Survey.

Drawing on decades of experience in comparable port infrastructure works, SECO ensures that project stakeholders meet the quality requirements set out by the insurance framework, while safeguarding both short-term construction objectives and the long-term integrity of the structure.
