Technical installations

The term "technical installations" encompasses systems such as heating, ventilation, air conditioning (HVAC), electrical installations, as well as lifts and escalators.

SECO’s specialized engineers carry out technical inspections as part of the report necessary for the ten-year liability insurance. From the early stages of a project, they assist construction stakeholders in incorporating best practices in building services design and implementation, helping to strike the right balance between quality, durability, and safety.

In cases of property sales, leasing, maintenance contract changes, or issues related to user discomfort or excessive energy consumption, SECO performs independent audits to assess the condition of the building services systems in place. These audits provide clear, objective insights and recommendations for corrective or improvement measures.

I need to have my technical systems and installations inspected by an accredited body. Can SECO assist me?

Yes. SECO ASBL-VZW, an independent entity, is accredited to perform inspections of technical systems and equipment—whether for commissioning, periodic checks, or system modifications. Our full range of inspection services is available [at this link].

What does commissioning involve for building systems and installations?

Commissioning is the process of verifying and validating a building’s performance in terms of comfort and energy efficiency.
The goal is to ensure that the building and its technical systems are operating optimally, and that system usage and maintenance align with end-user needs.
Our approach is tailored to each building and includes verifying whether installations meet expected performance targets. Commissioning begins at the design phase and continues throughout construction and into the operational phase.
This structured quality process guarantees that building systems are commissioned objectively and transparently, providing real added value for a smooth and efficient start-up of operations.

What is the role of building services once the facility is operational?

SECO continues to support building owners and operators in the day-to-day use of their assets. We assist in configuring technical systems to optimize building performance, particularly in terms of energy efficiency.

Seasonal commissioning is carried out between 12 and 24 months after provisional acceptance to ensure all systems operate effectively throughout the year. These services include supervision of functional testing, as well as direct user engagement for complex systems, aimed at identifying potential performance or operational issues.
